Pardus Territory

Technically, the Pardus Cluster is a collection of 4 joint but different clusters:

  • Pardus Federation Contingent (blue)

  • Pardus Empire Contingent (red)

  • Pardus Union Contingent (yellow)

  • Pardus Core (green)
Pardus Cluster

The Pardus Core Cluster is tantamount to the Pardus Sector. All other sectors inside the Pardus cluster were evenly splitted by the neutral Galactic Council between the three factions into Contingents, with the following peculiarities:
  • In times other than war, a sector (including all planets and any kind of protection inside it) belongs to its assigned faction if the amount of starbases belonging to this faction there is higher than the amount of other starbases. If no starbases from that faction exist there, or if that faction owns only the minority of starbases there, the sector will receive the same status as a (unprotected) neutral sector. In non-wartime, a sector can only belong to its pre-assigned faction or be neutral.

  • In a time of war between two factions, each can take over a sector of another one, if it owns the majority of starbases there. There is no obligatory neutrality as above.
    If no faction owns the majority of all starbases, the sector will become neutral.

  • Daily, every faction will pay each of its members who operate a starbase in the Pardus cluster 50,000 credits per controlled sector in the Pardus Cluster. This money will go into the starbase credit pools. Due to the Empire's contingent consisting of one less sector, Imperial Pardus cluster starbase owners receive 60,000 instead of 50,000 credits per controlled sector.

These territory take-overs and transfers do not happen instantly:
The Galactic Council Each 1st and 15th of the month the Galactic Council holds a Pardus Territory Meeting where territories are (automatically) readjusted by the above considerations. Only the circumstances at these moments matter, not before or afterwards.

For all cases there is one more rule:
If there is a draw (= as many starbases from one side as from the other side) in a sector, the total amount of workers in the sector will decide. All planet workers will count towards the side which owned the sector before.
(If there is even a draw between the amount of workers, the sector will become neutral.)

Examples

1)
Situation: Sector Quaack from the Pardus Union Contingent Cluster, previously ruled by the Union. There is no war going on.
At the time of the Council's Territory Meeting, there are 2 Union starbases, 1 Federation starbase and 2 neutral starbases there.
Outcome: Since there are 2 Union versus 3 other starbases, the sector will become neutral.

2)
Situation: Sector Mintaka from the Pardus Federation Contingent Cluster, previously ruled by the Federation. There is no war going on.
At the time of the Council's Territory Meeting, there are 2 Federation starbases and 2 Empire starbases there. The Federation starbases inhabit each 20.000 workers, planet Mintaka 80.000 workers, the Empire starbases each 50.000 workers.
Outcome: Since there are 2 Federation versus 2 Empire starbases, there is a draw and the worker rule comes into play. 2*20.000+80.000 = 120.000 Federation workers versus 2*50.000 = 100.000 Empire workers. The Federation wins and will keep the Mintaka sector.

3)
Situation: Sector Baham from the Pardus Empire Contingent Cluster, previously ruled by the Empire. There is war between the Empire and the Union.
At the time of the Council's Territory Meeting, there are 2 Empire starbases, 2 Union starbases and 1 Federation starbase there.
Outcome: Since there are 2 Empire versus 3 other starbases, the sector can only become neutral or taken over by the Union because of the war. The Union does not control the majority of starbases, so the sector will become neutral.

4)
Situation: A sector from the Pardus Federation Contingent Cluster, previously ruled by the Union in a war between these two factions. The war ends; nothing else changes.
Outcome: Since there is no war anymore the Union loses the sector. It becomes neutral.
